Employment, Advancement, and Retention Network (EARN)

The Employment, Advancement, and Retention Network (EARN) program was created in 1987 to address the needs of welfare recipients with barriers to employment and to better coordinate the existing employment and training programs available for them.

Program participants who are receiving Temporary Assistance for Needy Families (TANF) benefits are assigned a certain number of participation hours by the County Assistance Office. The EARN program helps promote barrier remediation, job readiness, and life skills. We make sure our program participants are fully job-ready when they leave our program. EARN Program participants receive instruction on various topics including, but not limited to, time management, organizational skills, personal responsibility, cover letter writing, and resume writing to help program participants find a career.

The EARN program also operates a comprehensive initiative to address the needs of our neighbors and the unhoused in Blair County through our EARN Closet. The EARN Closet serves as a dual-purpose project which enables program participants to acquire valuable skills, while simultaneously contributing to the well-being of the community through the provision of clothing and other essential items. Finally, the EARN Program is always looking for businesses who want to hire individuals who are reliable and job ready. The EARN Program is dedicated to building positive community partnerships between our program participants and local businesses.

Program Requirements

This program requires a direct referral from the Department of Human Services County Assistance Office.
