STARTING SALARY RANGE: $40,000-$40,500, Fulltime, 35 hrs/wk., Exempt Status

Overall responsibility: Assists Executive Director in managing the Agency, including responsibilities for planning, organizing, implementing and evaluating Agency programs

Specific Duties:

  1. Assist in analyzing federal and state regulations, department and agency policy and develop procedures to achieve and maintain standards, procedures and program services
  2. Develop, implement and evaluate a methodology for achieving an outcomes-based service delivery system including the management of the ORS system
  3. Assist in the development, implementation and evaluation of monitoring tools and procedures to assure continued agency compliance rules, policy and procedures
  4. Analyze data, identify trends and recommend changes to agency programs, policy or regulation and provider services
  5. Work cooperatively with federal and state administrative staff as well as community stakeholders to ensure quality of services
  6. Assist in the development and implementation of new programs that respond to the needs of the community
  7. Assist with the day-to-day operations of the Agency
  8. Assist in directing, reviewing and evaluating program plans and budgets
  9. Assist in annual agency-wide budget preparation
  10. Oversee contracts and activities of all programs and ensure contract compliance
  11. Complete statistical reports as required by funding sources
  12. Attend meetings, workshops and technical training as required
  13. Attend Board of Directors meetings and provide the Board with timely and complete information regarding the status of the Agency
  14. Develop and implement training programs for staff and outside agencies
  15. Assist in the management of the Community Services Block grant and the organizational standard requirements associated with the grant
  16. Design and implement a comprehensive development program that integrates individual, corporate, foundation and government funding sources
  17. Develop proposal responses, plan and write grants for grant funding
  18. Develop grant funding cyclical calendar and implement internal controls to ensure fiscal compliance with grantor requirements
  19. Manage and provide oversite of the RSVP program
  20. Other duties as may be assigned


  1. Completion of a Bachelor Degree or five (5) years’ experience administering direct service programs
  2. Valid PA driver’s license, reliable transportation, vehicle insurance to comply with Agency standards of coverage, and willing to travel in all the counties we serve, and other counties as required
  3. Ability to maintain effective management and working relationships with co-workers and the public
  4. Proficient in Microsoft Office
  5. Good oral and written communication skills
  6. Ability to maintain employee and client confidentiality
  7. Federal Bureau of Investigation (FBI) fingerprint processed in accordance with Public Law 92522 and Child Protective Services Law (Title 23, PA C.S. Chapter 63), Federal Criminal History Background Check
  8. Pennsylvania Child Abuse History Clearance
  9. PA State Police Report of Criminal History Clearance.
